5-foot-11, 180-pound, RHP threw exclusively out of the stretch, comes at hitters from a submarine angle they aren’t used to seeing, produces some run and sink on his fastball that is consistent with his arm angle, threw strikes but was a little less consistent than we have seen him in the past, quick leg lift jumps toward the plate in line and produces a balanced finish a majority of the time. Fastball showed sink and run into the zone, slider swept across the zone with 10/4 action.

5'11, 180-pound, RHP uses a submarine release that produces some run and sink on his fastball that you would probably only see from someone throwing from that angle, once again didn’t get back up to his previous high of a 73 mph, but was able to throw both of his pitches for strikes. Even though Phillips’ deception can be valuable, he will need to get that velocity back up to where it’s been in the past. Does like to compete.

5-foot-11, 180-pound submarine style RHP did not show a much velocity as he has at previous events (69-73 mph previously), seemed to be more comfortable working from the stretch, fastball shows good arm-side run, shows the ability to throw the curveball for strikes, changeup is solid and shows good fading action and deception off the fastball. Phillips could bring value to a college program out of the bullpen given his unconventional arm slot but would like to see the velocity come back up.
