Neff has a lankier frame with some projection left to it. Throws from a low three-quarters arm slot with a loose arm action that is quick, some effort to his delivery. Shoulders are closed and downhill, short stride with recoil and fall off to his finish. Fastball was 83-85, touched 86 once, had some downward plane and late armside run to it. Held his velocity in the stretch and showed some feel for controlling the running game. Showed ability to locate fastball in and out, no fear of attacking inside. Curveball had good armspeed and 11/5 break that was sharp at 70. Also showed ability to throw curve for a called strike or to try and draw a swing. Showed a changeup with good armspeed and sink that was 77. Has feel for a very good FB/CB combo with the makings of a good changeup and projection left to him.
3.18.17: Neff has a lanky frame, hits from the right side with an open stance, short leg kick stride. Short to ball, level line drive swing with some batspeed. At short, good actions, loose arms from a low three-quarters arm slot with average hands.
