The 2015 Prep Baseball Report Mid-Atlantic Border took place on Tuesday and Wednesday July 21st and 22nd at Harford Community College in Bel Air, MD. Ten prospects from Delaware and Maryland area in the 2016-2018 class represented PBR Maryland in front of the PBR MD and PA scouting staff and college coaches from around the area.

Today we are releasing the player analysis article with scouting reports on each player and identifying the top performers. We shall identify top performers along with a younger talent (2018, 2019) as a Future Watch if applicable.
Today we look at all players that participated in the event. Let’s take a look at the participants.
TOP PERFORMERS
Jordan Hutchins SS/2B Dover 2016
Athletic frame at 5-foot-10 160 pounds. Hits from an athletic set up bit of a leg kick and nice rhythm and balance in swing. Has a short path to the ball with some extension. Gets long at times. Nice lower half with quick bat speed. Exit velocity of 89 mph. Sound actions from the middle. Clean feet, smooth transfer, and a short, quick arm action that got up to 87 across the diamond from a ¾ arm angle. Ran a 7.00 60-yard dash. On the mound Hutchins has a controlled delivery throwing from a high ¾ arm angle. Has a short arm actions with quick arm speed. Fastball had slight run up to 86 mph. Breaking ball had 11-to-5 movement on the pitch at 69 mph.
Jack Stines OF/1B Urbana 2017
Athletic frame at 5-foot-11, 165 pounds. Hits from a balanced set up. Short stride with slight bar in load. Has level swing path with fast bat speed. Shows pop to the pull side. Nice balance throughout. Gets some lower half usage and gets on backside slightly. Shows his strength with a 91 mph exit velocity. From the outfield, has a longer arm action throwing from a high ¾ arm angle. Throws had some carry on them at 80 mph. Sound footwork and confident first step with quick actions. Shows near top tier speed with his 6.68 60-yard dash.
Phillip Herber C Milford 2016
Athletic frame with room to fill in at 6-foot, 160-pounds. Hits from a balanced set up with nice rhythm in swing. Quick load and a short stride. Level bat path with medium bat speed. Does get some extension through contact. Shoulders get slightly uphill at times. Lower half does get involved. Gap-to-gap type hitter. Quiet behind the plate. Shows hip control and lateral control in receiving. Sound, quick footwork with fast exchange and release. Throws with a short arm action from a ¾ arm angle. Pop times got as low as 1.95. Catcher velocity of 74 mph and exit velocity of 82 mph. Ran a 7.50 60 yard dash.
FUTURE WATCH
Chase Hilliard 3B St. Mary’s 2018
Athletic frame at 5-foot-10 160-pounds. Hits from an athletics set up with a quick and simple load. Has a short path to ball with some bat speed. Could get some more lower half usage and has good balance throughout swing. Middle approach as a hitter. Active feet from the corner. Gets in good position stays of balls of feet. Clean exchange and a short arm action throwing from a high ¾ arm slot. Plays thru the ball well. Nice hands. Infield velocity of 78 mph and an exit velocity of 79 mph. Ran a 7.53 60 yard dash. .

Spencer Dietrich RHP Severna Park 2016
Athletic frame with length at 5-foot-10, 155-pounds. Controlled delivery throughout. Throws from a high ¾ arm angle. Has a loose arm action and some arm speed. Lands square to the plate, slightly closed. Gets some lower half usage, but could get more. Pitches with regular effor Fastball has late movement to arm side on the pitch at 82 mph. Breaking ball has 11/5 shape with gradual break at 66 mph. Throws the pitch with near fastball arm speed. Changeup has fade at 72 mph.
Matthew Harsh, LHP Williamsport 2017
Solid Frame at 5-foot-10, 225-pounds. Throws from a high ¾ arm angle with a fluid delivery. Slight kick out with lead leg. Has a short and sound arm action with quick arm speed. Pitches slightly across his body. Level shoulders and pitches with some effort. Beginning to get some more lower half usage, and should get better as it becomes more fluid. Square finish to the plate. Fastball has slight arm side run to the pitch at 82 mph. Breaking ball had sharp 1-to-7 action on it with near fastball arm speed. Better command as he got comfortable at 67 mph. Knuckle ball has late sink to the pitch with near fastball arm speed at 67 mph.
Matt Lozinak C John Carroll 2016
Solid frame at 5-foot-11 195-pounds. Hits from an athletic set up with a smooth load and short stride. Level bat path with some extension through contact. Slightly uphill at times in swing. Occasional drift in hips, but good balance throughout. Nice rhythm in swing and has an exit velocity of 83 mph. Quiet behind the plate. Sticks ball well. Sound footwork behind the plate. Quick exchange from low point to a short and quick arm action. Velocity of 71 mph which translated to a 2.06 pop time. Ran a 7.62 60-yard dash.
Thomas Parris OF/1B Liberty HS 2016
Athletic and solid frame at 5-foot-11 175-pounds. Hits from a tall, balanced set up. Quick load and short stride. Level bat path and shows some bat speed. Could get more extension through contact. Good balance and rhythm throughout. Exit velocity of 84 mph. Clean footwork and hands from the outfield. Could be bit more active with feet and work thru ball more, which should increase outfield velocity of 75 mph. Throws had some carry on them. Ran a 7.07 60-yard dash. Good frame to build upon and increase strength.
Scott Prutting 3B/1B Landon 2017
Solid frame at 6-foot-1, 185-pounds. Hits from a slightly open set up with high hands. Level bat path to the ball with some bat speed. Gets lower half involved in swing and could get a bit more with increased balance. Gets uphill little early at times. Exit velocity of 84 mph. Clean footwork and exchange at first base. Room to increase exchange speed. Throws were accurate and had some carry on them at 76 mph. Ran a 7.48 60-yard dash.
Travis Thibeault SS/2B St. Mary’s 2018
Long frame with room to fill out at 5-foot-11 145-pounds. Hits from a tall slightly open set up. Goo rhythm in load and short stride. Short bat path that gets uphill. Could get more out of lower half to also level out swing. Shows some bat speed and exit velocity was at 75 mph. From shortstop has active feet and gets to position. Clean exchange and a short and quick arm action and release. Throws across the diamond were at 70 mph. Ran a 7.25 60-yard dash.
