Expect velocity and tools to improve as he continues to get stronger and utilizes his legs more in his delivery.

Harter features an uptempo delivery that requires little effort. Ball comes out well, sitting 83-86 mph. Spun one of the better breakers of the day and showed a playable changeup. The Celina product likely profiles as a starter with his ability to fill up the zone and his lower effort delivery.

A right-handed pitching prospect with a strong frame. Harter has a smooth tempo to a delivery that requires little effort. Arm works well through a high-¾ slot, generating above average arm speed. Much improved since we saw him last. With his clean arm action and lower effort delivery he should have more velocity in there. Fastball presently sits 82-85 mph with occasion arm side action. Slider looks to be the more developed of the two secondary offerings. The pitch has tight action across the plate with some depth at 69-73 mph. Also offers a changeup which is playable and should develop into a solid offering. The pitch was anywhere from 74-78 mph.

Commands the zone with a 79-82 mph fastball that displays some arm-side run. Uses a sharp 63-65 mph breaking ball that features advanced depth on a 10/4 plane. Changeup will continue to improve as arm-speed quickens; 69-70 mph.
