Quick Hitters: Regulators Pitching

Brandon Hall
Mid-Atlantic Scouting Director

On Wednesday May 24th PBR of NC was on hand at Mountain Island Charter for a Scout Day with Regulators Baseball. The Scout Day featured players from the 2025-2028 Grad Classes.

The day began with catchers going through a defensive evaluation followed by pitchers throwing a controlled bullpen with Trackman collecting ball flight data. Following the bullpens players ran a laser timed 60 followed by BP on the field with Trackman gathering ball flight analytics. The scout day concluded with outfielders and infielders going through a defensive evaluation.

Below we begin our breakdown of the players in attendance. Look for more information to follow in the coming days.

Quick Hitters

Tellis Bumgarner, RHP, Central Cabarrus HS, 2027
Thin and lanky at 6-foot, 145 pounds. Works level and online with a long arm swing to a high-3/4s slot.  Arm speed is still developing but arm strength is promising.  Fastball ranged 71-76, 1705rpm. Some feel for the breaking ball.  Early tilt out of the hand with 10/4 tilt at 62-68, 1982rpm.  Plenty of room to his ceiling.

Logan Featherstone, RHP, Mountain Island Charter, 2025
Thin. Still maturing. Stands 5-foot-10, 140 pounds. Stretch only. Natural uphill leverage with a high front side. Long arm swing, plunging out of the glove. Over-the-top slot. Better than average arm speed. Fastball at 77-79, 2217rpm. Firm breaking ball with depth at 67-69, spinning up to 2522rpm. Solid third pitch in the change-up with early fade. Spin and athletic arm suggest stuff will continue to grow as he adds strength to the frame.

Hunter Goodman, RHP, East Rowan HS, 2025
Athletic build, thin, still maturing at 6-foot-3, 157 pounds. Simple delivery. Level. Direct. Slight plunge and stab out of the glove, working back to an over-the-top slot. Better than average arm speed. Fastball peaked at 79, 2056rpm. Curveball is still maturing, missing to the arm side at times.  Hard downer action at 67-69, peaking at 2308rpm.

Harrison Sheets, RHP, Hough HS, 2026
Average frame. Still maturing. Stands 5-foot-9, 145 pounds. High front side with uphill leverage out of the stretch. Pelvic tilt. Long arm swing.  Over-the-top slot. Fastball at 77-80, 1925rpm. Tight breaking ball with 11/5 tilt. Ranged 65-68, 1969rpm.

Keegan Spach, RHP, Liberty Prep Christian, 2026
Broad shoulders.  Athletic. Stands 6-foot-1, 190 pounds. High kick. Works level. Long arm swing, early to the top. Over-the-top. Early pronator. Works on-line. Better than average arm speed. Fastball peaked at 80, 1869rpm with sink metrics. Spin tilt at 1:15 at release. Good arm speed and late fade on the change-up at 69-70, 1363rpm. Breaking ball will be a sweeper.  Still young and still developing.

Brandon Washington, RHP, East Lincoln HS, 2026
Strength present at 5-foot-8, 155 pounds. Stretch only. Long arm action, reaching out of the glove toward 2B.  Over-the-top release. Average arm speed. Fastball at 79-82, 1999rpm. Short, tight breaking ball, backing up at times. Ranged 70-72, spinning up to 2479rpm.
