Class of 2023 Rankings: Uncommitted Pitchers

Last Friday, our staff revealed our updated Class of 2023 Illinois Rankings, highlighting some of the elite talent featured towards the top of our board.
Today, we’ll shine some light on the uncommitted talent scattered throughout, starting on the mound and working our way to the position players as the week progresses. The state’s current junior class features plenty of talent across the board and several high-end players are still looking for places to play at the next level.
Below you’ll find quick-hitting nuggets of information on pitchers nestled inside the top-100 on our up-to-date board that are still uncommitted.

Tommy Haggerty RHP / Homewood-Flossmoor, IL / 2023Rankings StateRank: 23 / POS: 10
Checking in as the top uncommitted prospect in the state’s 2023 class, Haggerty emerged an early winner this year, showing our staff an uptick in stuff in February at the Preseason All-State and sustained those improvements into the IHSA season. The 6-foot-2, 205-pound junior turned in a strong start against a quality Nazareth Academy team early on this year, with our staff having this to say: From Week 2 Scout Blog: “Uncommitted. Strong, well-proportioned 6-foot-2, 205-pound prototypical starter’s frame with potential for added muscle. Started for the Vikings on the road against a tough Nazareth Academy lineup and put together an impressive performance. Tempo and rhythm in a drop/drive delivery downhill, efficiently transfers energy from his backside to footstrike, maintains direction to target and finishes square, does throw with some effort. Long arm action, high ¾ slot. Steadily held velocity on his fastball during his four-inning outing, played at 86-89 mph with straight/heavy action as it entered the zone, touched 90 mph twice in the first inning. Confidently landed a 69-71 mph curveball for strikes, threw it with more conviction than we’d seen in the past and comfortably turned to it when behind in the count, too. Dylan Mannino RHP / Belleville East, IL / 2023Rankings StateRank: 36 / POS: 15
Mannino may have been the biggest winner from the Metro East Kickoff Classic, debuting on this list at No. 36 overall after previously being unranked. The 6-foot-3, 165-pound right-hander ran his fastball up to 91 mph for Belleville East and earned a mention inside our scout blog: From Metro East Kickoff Classic Scout Blog: “Uncommitted junior emerged as a high-follow arm with his outing at the Kickoff Classic. 6-foot-3, 165-pound, high-waisted, projectable build. Came out of the bullpen and showed swing-and-miss stuff, striking out 10 and not allowing a hit in four innings of work. Fluid delivery, slight drop and drive, directional down the mound, lands front-toe closed. Long, loose, quick arm out of a ¾ slot. Pitches with intent and goes right-after hitters. Was fastball heavy throughout his outing getting a number of swings and misses in the zone. Fastball jumps out of the hand at 89-90 mph, touching 91 with late hop through the zone and showed control. Went to his breaking ball sparingly. Gets around and underneath the breaking ball at times but showed tight spin off an 11/5 plane at 71-73 mph (2381 rpm). Given his slot, a hard slider could be in his future. Mannino has seen a 13 mph jump in his fastball over the past year. Back in February of 2021 Mannino attended the Aurora Preseason ID and topped at 78 mph. Seems to just be tapping into his high-ceiling. Uncommitted arm to follow closely moving forward.
