PBR N CA Top Prospect Game - Max FB 75, FB 71-74, SL 65-67
Athletically proportioned 6-foot-3, 195-pound body. We saw Phelan in back to back weekends and the looks were the same. Repeatable delivery with composed smooth tempo, repeats arm stroke well in getting to 3/4 slot. Confident and willing strike thrower, changes speeds well and seems to understand that upsetting the timing of hitters is what he can control. Works to arm side well vs right-handed hitters and gets just enough movement away from the barrel to take advantage of pull-oriented hitters. Change-up has some dip that works as a complement to the fastball and the slider just enough action to keep hitters honest if they are jumpy to the fastball. Pitches as though he's enjoying playing the game... fun to watch.

Physically built, lanky and long having space for more projection (7.37 60yd). Balanced, even hands set up showing toe-tap as hands work deeper in load; direct hands showing better timing and rhythm when keeping weight behind the baseball. Barrel creates backspin to the gaps; carry to the gap can keep improving (83 EV). Inline body working throws from mid-slot release; can get into the lower half for more carry on throws (74 MPH).
PBR N CA Uncommitted Senior Games - Broad athletic body type at 6-foot-3 195-pounds, well-proportioned. Crafty left-handed pitcher with confidence to come into the zone with any of his three pitches. Simple delivery designed to maximize ability to throw strikes, good direction, easy backside arm swing, gets to overhand slot and throws all three pitches from same slot. Stuff obviously not overwhelming but showed feel for pitching. Enough wrinkle on the slider to get hitters hunting his fastball to commit and miss the barrel and change-up just below the fastball speed. Given the feel for pitching and understanding of his stuff, there is a spot for a strike-throwing left-hander at some level beyond HS.

Broad athletic body type with well proportioned lanky frame; moves well in the field (7.07 60yd). Slightly opened, tall stanec with high hands and high back elbow; toe-tap with hand load back getting wider on the stride. Hands are direct, steeper in path slicing liners to LCF (80 EV); similar approach in game with hard liner to LF. Easy footwork in the OF moving through the ball with timing and using mid-slot throw; arm strength can improve to help profile (73 OF MPH).
