It's fringe quality now, projectable to 55 future.

+ In Chicago Scouts Association’s second game of Saturday, against GRB Rays’ 2020s, towering uncommitted RHP Holden Phelps (Prairie Ridge HS, IL) cruised to a spotless inning of work at 90-92 mph exclusively, showing a newfound feel for the edges of the plate. The velocity has long been there for Phelps, but if he’s harnessed an ability to spot the corners, he’ll be dangerous at the next level – whichever that might be. He threw one slider in the at-bat below, which complements his fastball well, that completely fooled the hitter.

Uncommitted, currently ranked No. 27 in the Illinois’ 2020 class. 6-foot-5, 195-pound, long-limbed, highly-projectable right-handed pitcher. Phelps continues to prove he is one of the top uncommitted arms in Illinois. Loose, quick, live arm action. The fastball was lively and in the zone early in his outing sitting 90-91 mph, touching 92 in the first inning. He settled in anywhere from 86-89, touching 91 from the first inning on and occasionally mixed in a low-70s curveball. Phelps should be a high-follow 2020 arm moving forward.

Came in to close out Prairie Ridge’s season opener in the seventh, protecting a 5-1 lead; struck out the side, pitched over a single and a walk. Quick rock into motion, high leg lift, toes up, and hip turn at balance point, works across body, lands closed. Arm action is long, loose, and quick, from high ¾ slot. Fastball, easy, mostly straight, some arm-side run, thrown for strikes, sat 87-91 mph. Slider, thrown aggressively, 10/4 shape, 77-80 mph. Did not see a changeup.
